| 答覆 | 【內政部移民署】National Immigration Agency, Ministry of the Interior 外僑居留證之性質與國民身分證相同，皆係代表個人身分之證明文件。基於個人權益維護，申請居留者應親自申請及取證，此作法為多數國家所採納；然為便利申請人申請，內政部移民署依規定允許本人於線上申請居留，僅於領證時才須臨櫃。倘申請人無法臨櫃取證，亦可委託他人（須出具委託書及相關身分證明文件）至內政部移民署服務站領取。 The nature of the Alien Resident Certificate (ARC) is the same as that of a National ID Card: Both serve as proof of individual identity. In order to safeguard personal rights and interests, applicants are required to apply for and collect the certificate in person, a practice adopted by most countries. However, for the convenience of applicants, the Ministry of the Interior’s National Immigration Agency (NIA) allows individuals to apply for residence online, with in-person collection required only when receiving the certificate. If the applicant cannot collect it in person, they may authorize someone (with a duly signed authorization letter and relevant identification documents) to collect it at an NIA service office. |
