The main points of the Foreign Professionals Act are as follows:

1. "Foreign professional" means a foreign national who engages in professional work in the State.
2. "Foreign special professional" means a foreign professional who possesses special expertise needed by the State in science & technology, the economy, education, culture & the arts, sports, finance, law, architectural design, national defense, and other fields, as announced by the central competent authority of the industry concerned, or who has been recognized by the Competent Authority in consultation with the central competent authority of the industry concerned as possessing special expertise.
3. "Foreign senior professional" means a senior professional needed by the State as prescribed in the Immigration Act.
- Allows short-term tutorial schools (buxibans) to employ foreign teachers who possess specialized knowledge or skills as well as to teach foreign languages and allows freelance arts sector workers to submit a work permit application directly to the Ministry of Labor without being required to apply through an employer.
1. Short-term tutorial school teacher with specialized knowledge or skills
Foreign professional possessing specialized knowledge or skills, and approved as a short-term tutorial school teacher by the central competent authority of the industry concerned in consultation with the Ministry of Education.
2. Freelance arts sector workers
A foreign professional who works as an artist may, without applying through an employer, apply direct to the Ministry of Labor for a permit to engage in artistic work in the State.
